Retour UK strengthens implementation of the National Action Plan through police, industry and legal cooperation

Throughout 2025, the National Committee for the Safety of Journalists continued overseeing implementation of the UK National Action Plan through its Criminal Justice Response, Legal Threats and Employer Sub-Groups.

A key achievement was the completion of a National Action Plan commitment requiring all UK police forces to appoint dedicated Journalist Safety Liaison Officers (JSLOs). The initiative provides journalists with identified points of contact within police services and forms part of broader efforts to strengthen cooperation between journalists and law-enforcement authorities.

The Employer Sub-Group expanded its membership and continued facilitating exchanges between media organisations and online platforms on journalist safety issues, while the Legal Threats Sub-Group coordinated work on responses to abusive legal threats and SLAPPs. The Criminal Justice Response Sub-Group continued bringing together police authorities, prosecutors and journalism organisations to improve institutional responses to crimes against journalists.
