Retour Georgia continues stakeholder dialogue and monitoring activities relating to journalists’ safety

In 2025, cooperation between public authorities, journalists and civil society organisations continued through the Council of Europe project “Supporting Freedom of Expression and Media in Georgia” (SFEM-GE), implemented under the Council of Europe Action Plan for Georgia 2024–2027. Activities included consultations, research and expert work relating to journalists’ safety, media regulation, Strategic Lawsuits Against Public Participation (SLAPPs) and freedom of expression issues more broadly.

The Prosecutor’s Office also adopted a guideline on effective procedural guidance in cases involving unlawful interference with journalists’ activities and violence against journalists. According to the authorities, the guideline draws on international standards and relevant case law and is intended to support prosecutorial practice in cases affecting journalists. Training activities for prosecutors and investigators on crimes committed against journalists are planned through 2026 under the National Human Rights Action Plan.
