La pandémie de COVID-19 rend les individus et la société extrêmement vulnérables à tous égards. Pendant cette crise, nous dépendons tous plus que jamais des systèmes informatiques, des appareils mobiles et de l'internet pour travailler, communiquer, faire des achats, partager et recevoir des informations et ainsi atténuer l'impact de la distanciation sociale.
Il est prouvé que des acteurs malveillants exploitent ces vulnérabilités à leur propre avantage.
Les autorités de justice pénale doivent coopérer pleinement pour détecter, enquêter, attribuer et poursuivre les infractions susmentionnées et traduire en justice ceux qui exploitent la pandémie de COVID-19 à leurs propres fins criminelles.
La Convention de Budapest offre à 65 États un cadre de coopération efficace assorti des garanties nécessaires en matière d'État de droit. Grâce aux programmes de renforcement des capacités, de nombreux États devraient maintenant être en mesure d'agir.
