At their 1478th meeting on 18 October, the Ministers' Deputies discussed current political affairs.
 
The Chairs of the Deputies' Rapporteur Groups reported back on the progress of the work in their respective Groups, on the implementation of the Reykjavík Declaration, outcome of the 4th Summit of Heads of State and Government of the Council of Europe (Iceland, May 2023).
 
The Deputies approved an Action Plan for Georgia for the period 2024-2027, which aims to bring Georgia’s legislation, institutions and practice further into line with European standards in the areas of human rights, the rule of law and democracy [more information ...]. They also took note of: the final report on the implementation of the 2019-2022 Action Plan for Armenia; a progress review report on the implementation of the Action Plan for the Republic of Moldova 2021-2024; and a report on the Council of Europe's co-operation activities in Kosovo.* All reference to Kosovo, whether the territory, institutions or population, in this text shall be understood in full compliance with United Nations Security Council Resolution 1244 and without prejudice to the status of Kosovo.
 
The Deputies approved priorities for co-operation with Kazakhstan for the period 2024-2027, in the context of the Council of Europe's policy towards neighbouring regions.
 
They also took note of a progress review report on the implementation of the 2020-2023 co-operation programme between the Council of Europe and the International Organisation of La Francophonie.
