Head of the Council of Europe office in Rabat, Morocco
Carmen Morte Gómez has been Head of the Council of Europe Office in Rabat since 01/01/2022. She has been a civil servant at the Council of Europe since 1993 and was successively Legal Officer, Head of the Legal Division and in the Directorate of the Jurisconsult, and Principal Legal Adviser at the European Court of Human Rights (ECHR). She was Legal Secretary to the Spanish Constitutional Court between 2002 and 2004 and to the Inter-American Commission on Human Rights (2000-2001).
She is the author of numerous publications in Spanish and English (books, articles, chapters in collective works), in particular on Procedure and Case Law of the ECHR. She is a guest lecturer in human rights at various universities and legal and judicial institutions in Europe, Latin America and Africa (Morocco, Tunisia).
She is a graduate of the Law Faculty of the Complutense University of Madrid (1990), has a degree in Economics from C.E.U. San Pablo (1991) and a postgraduate degree in European Union Law from the College of Europe in Bruges (Belgium) (1992). She has taken part in research projects at various Spanish universities and has been on the editorial boards of various Spanish law journals.
Isabelle Falque-Pierrotin

Isabelle FALQUE-PIERROTIN is a graduate of the Hautes Etudes Commerciales business school (HEC), a former student of the National School of Administration ("Denis Diderot" promotion) and the Multimedia Institute in 1990. Auditor then “Maître des requêtes” at the French Council of State, shehas been a State Councillor since 2001.
She joined the Bull Group from 1991 to 1993, and then was deputy director of the Minister of Culture’s office from 1993 to 1995. She was appointed expert to the OECD in 1996-97 and became Chairwoman of the Advisory Board and General Delegate of the Internet Rights Forum from 2001 to December2010.
Isabelle FALQUE-PIERROTIN was Chairwoman of the French Data Protection Authority (CNIL) from 2011 to 2019. She chaired the European Data Protection Committee from 2014 to 2018, when the General Data Protection Regulation (GDPR) was being drawn up and served as President of the WorldConference of Data Protection Authorities in 2017-2018.
From January to April 2019, she was appointed responsible of the French “Grand Débat”. Then, she was charged by the Prime Minister with a prefiguration mission of the National Gambling Authority (ANJ).
She was appointed President of the ANJ by decree of the President of the Republic for a six-year termfrom June 16, 2020 and GREF Chairwoman for a two-year term from June 7 2023.
Georgios Mavrotas
Chair of the Follow-up Committee (Macolin Convention) and Secretary General of sport (Greece)
George Mavrotas was an international water polo player (1984-2000) with 511 caps, participation in 5 Olympic Games, captain of the national team from 1995 to 2000 and member of the world selection in 1999. Concurrently with his athletic career, he attended the School of Chemical Engineering in the National Technical University of Athens (NTUA). He received his PhD diploma in 2000 with expertise in Operational Research and today he is Associate Professor in NTUA with more than 65 scientific publications (Scopus).
From 2003 to 2010 he was member of the Greek Antidoping Organization and one of the main executives in its establishment in the early steps. In the period 2015-2019 he was member of the Hellenic Parliament with the reformist party “Potami”. In the period 2016-2019 he was also member of the Parliamentary Assembly of Council of Europe and from 2018 to 2019 chairman of the Sub-Committee of Education Youth and Sport. In July 2019, he was designated as Secretary General of Sport in the Ministry of Culture and Sport and from 2020 he is Chairman in the National Platform for Sport Integrity. From June 2021 he is Chair of the Follow Up Committee of the Macolin Convention of the Council of Europe against the Manipulation of Sport Competitions.

Manipulations of sports competitions: exploring the landscape and the illegal betting market
Luca Esposito holds a master’s degree in Computer Science and Telecommunication from the University of Calabria and has worked as a technological consultant for companies, including Accenture, McKinsey and Cambridge Technology Partners.
Joining the lottery sector in 2009, as IGT Technology Director for central Europe, he handled gaming-industry clients in Switzerland, Germany, Belgium, and Luxembourg. Later recognized for his vast knowledge of operators in the lottery and sports betting sector and their unique needs, Luca began the role of Executive Director of the World Lottery Association (WLA), where he continues to serve.
His deep understanding of sports betting and achieving sports integrity led to his other role, serving as General Secretary of the United Lotteries for the Integrity in Sports (ULIS), formerly GLMS, from January 2022.Additionally, in May 2023 he was appointed as Council Member of the Asian Racing Federation Council on Anti-Illegal Betting and Related Financial Crime.

James Porteous is the Senior Due Diligence & Research Manager at The Hong Kong Jockey Club. His team conducts researches into global illegal betting markets, their links to transnational organised crime and their negative impacts on society. Prior to joining the HKJC he was a journalist with the Herald in Glasgow, Scotland and the South China Morning Post in Hong Kong.
Zoe Flood, Independent filmmaker
The impact of sports betting on vulnerable populations across Africa, through a Uganda lens
Zoe Flood is an award-winning journalist and filmmaker. She has contributed widely to leading international media, mostly reporting from across the African continent, including the Guardian, the Washington Post, Al Jazeera, the New York Times and the Huffington Post.
She has also produced – and often also shot and directed – films for broadcasters including the BBC, AppleTV+, Netflix and Channel 4.
Zoe directed the 52-minute documentary ‘Gamblers Like Me’ for the BBC’s investigative strand focusing on Africa, Africa Eye. The film aired in September 2019 and went on to be nominated for Best Documentary at the 2020 British Sports Journalism Awards.
She served for two years as Chair of the Foreign Correspondents' Association of East Africa and for two years as an elected Board Member of the Frontline Freelance Register. Zoe is a 2017 Marshall Memorial Fellow, an IWMF Fellow and a member of BAFTA.

The importance of international police cooperation in addressing illegal sports betting
Dieter Braekeveld works as an INTERPOL Training Officer on Integrity in Sports and is responsible for developing and delivering targeted trainings for different stakeholders on corruption and corruption in sports. Prior to joining INTERPOL, Dieter was an advisor on International Sports Policy within the Belgian Government administration, focusing on governance, match fixing, doping and funding. Dieter has worked on a wide range of policy issues and their underpinning international legal frameworks including environment and sustainability, in UN, EU and national settings. He worked for a number of years at the Belgian Embassy in Beijing, China, and was part of the team that staged the first Ironman in China in 2008.

Football writer, broadcaster and investigative journalist Philippe Auclair has been France Football's England correspondent since 1999. He is the England football correspondent for Eurosport.fr, Europe 1, Radio France Internationale and Swiss national radio RTS, and a regular contributor to the Guardian’s Football Weekly (UK) podcast. His investigations have been published by Josimar magazine and on the websites of the Arabic and African services of the BBC. His biography of Eric Cantona, The Rebel Who Would Be King, was voted 'Football Book of the Year' in both France and the UK, and he won France's 'Scoop Of The Year' award for his investigation into the 'Qatargate' dossier, to which he also devoted two books, published in France and Belgium in 2015 and 2022. He has recently concentrated on investigating the sports betting industry as part of a multinational team which was supported by Investigative Journalism For Europe.

The fight against illegal gambling: lessons to learn from the caselaw of the court of Justice of the European Union on gambling
Philippe Vlaemminck, Managing partner Vlaemminck.law & visiting professor University of Ghent (competition law) Philippe has more than 40 year’s specialist experience in EU law and litigation before the Court of Justice of the EU and the EFTA court (near to 100 cases) including around 60 gambling cases. He has a vast experience in lotteries, sport betting and gambling. He is the legal adviser of the European Lotteries and the African Lottery association as well as MDJS. He advises governments, regulators and operators on various regulatory and operational issues including RFPs, AML, match fixing prevention, and the fight against illegal gambling.
Philippe Vlaemminck is a frequent speaker at international conferences and seminars mainly in Europe but also Africa and USA. Philippe Vlaemminck has testified on EU related gambling matters at the European Parliament (IMCO), the EU Social & Economic Committee, The Parliamentary Assembly of the Council of Europe, and several national parliaments ( Belgium, The Netherlands, Finland, France, Poland, Slovenia, Ukraine …). Tunde Adebisi, PhD Researcher (School of Sport, Ulster University)
Regulatory Gap in Africa: Revenue Generation vs Responsible Gamings
Tunde Adeibisi is a third-year PhD Researcher at the School of Sport, Ulster University, Northern Ireland. His key research interest is in 'Youth Culture' and the key pathways, innovations, or strategies young people in Africa are adopting or developing to mitigate many challenges besieging their society. Probing the self-help activities of African youths may reveal important dynamics of youth culture in the continent. Amongst his research interests, football gambling is prime, and he has won 3 student grants in the subject area. He is well-published in high-impact journals and has peer-reviewed several articles. Additionally, he has presented, chaired, and co-hosted conferences on sports gambling in Africa. He is a co-conveyor at Gambling Realities Africa (GRA).

Patrik Eichenberger is a Swiss Attorney-at-law. He has authored various legal publications and book chapters on private international law. After having worked as a legal counsel in the international division of a renowned Swiss insurance group, he changed to the public service and joined the Swiss Gambling Supervisory Authority 10 years ago. Today, Patrik is a Deputy Director and the coordinator of the Swiss National Platform to combat the manipulation of sports events.

Mr. PatrickBoamah Kwakye is a final year PhD in Economics candidate at the Nelson Mandela University. He holds MPhil in Economics and BSc. (Hons) Financial Mathematics from the University of Ghana. Mr. Kwakye is a certified Compliance Officer and an AML specialist from the Association of Certified Compliance Professionals in Africa. In 2020 Mr. Kwakye was selected by the ACCPA has the 19th Compliance Professional in Africa. In 2023, Mr. Kwakye was selected by the US Government as one of the top investigator in Ghana for presenting an outstanding investigative success story.
Mr. Kwakye is also a Fellow Chartered Economist from the Institute of Chartered Economist, Ghana (ICEG). In 2018 GIABA, which is the global watch dog for Money Laundering in West Africa nominated him to be an assessor for the DNFBPs sectors which includes the gaming sector. I have been a French judicial magistrate for 27 years and have spent most of my career in the Public Prosecutor's Office. After having held several positions within the jurisdictions of the South of France, I specialised in major complex crime, first as Head of the Organised Crime Section in Marseille and then as Deputy Public Prosecutor for the National Financial Prosecutor's Office. Since 2019, I have been Deputy Public Prosecutor in Marseilles, Head of the Specialised Policing Division and in particular of Major Economic and Financial Crime.

Eugenio Curia is a Crime Prevention and Criminal Justice Associate who has been working at the Corruption and Economic Crime Branch of UNODC under the Safeguarding Sports from Corruption and Economic Crime Programme for the past four years. Prior to that Eugenio has worked for the Rule of Law and Anti-Corruption Centre in Doha, Qatar, and the International Anti-Corruption Academy in Laxenburg, Austria. Christian Kalb is an expert of the gaming industry (notably sports betting), sports organizations (notably ethical issues and governance) and anti-corruption (notably compliance). Regarding manipulations of sports competitions, Christian was involved in the negotiation of the Macolin Convention (representing the World Lottery Association) and advised several countries in their operational implementation of the Convention. Sophie Kwasny is the Head of the Sport Division of the Council of Europe (international organisation based in France). She is responsible for the Enlarged Partial Agreement on Sport (EPAS) and for the promotion and implementation of ground-breaking legal instruments upholding the integrity and values of sport. Combating doping and the manipulation of sport competitions, and promoting an integrated safety, security and service approach at sports events are the key aims of the three Council of Europe Sport Conventions. She is a graduate of the Strasbourg Law University and has been working for the Council of Europe for 25 years on a variety of topics ranging from data protection to prisons’ reforms, or from the independence of the judiciary to nationality law.
