Independent sports safety bodies: There is no national independent authority competent for sports venues safety licensing and inspection. However, Polish Football Association created a manual for:

  • Winter Universiade (2001), UEFA Euro 2012, FIVB Volleyball Men's World Championship (2014, 2022), FIVB Volleyball  Women’s World Championship (2022),  World Games (2017), European Men's Handball Championship (2016), UEFA Europa League Final (2015, 2021), 2019 FIFA U-20 World Cup, The IHF World Men's Handball Championship (2023, Poland, Sweden), European University Games (2022).
  • UEFA Euro 2012 - Thanks to the tournament, an initiative called “Kibice Razem” was launched. The Ministry of Sport and Tourism in Poland for years has been carrying out preventative and educational activities to restrain all forms of discrimination in sport. Currently, they are implemented as a primary part of the „Kibice Razem” program (eng. „Supporters united”). The program helps to improve organisation and security of sport events in Poland, by building structures for dialogue and cooperation with the supporters' environment for the years 2022-2024. Currently, there are 19 local centers operating : Lechia Gdańsk, Śląsk Wrocław, Sandecja Nowy Sącz, Miedź Legnica, Arka Gdynia, GKS Bełchatów, GKS Tychy, Górnik Zabrze, Jagiellonia Białystok, KKS Kalisz, Korona Kielce, Lech Poznań, Motor Lublin, Odra Opole, Pogoń Szczecin, Polonia Warszawa, Ruch Chorzów, Stal Mielec and Stal Stalowa Wola. The assumption of the program is education of future football fans generation of a different kind. These fans should solve their problems through conversation and dialogue, rather than using violence and aggression. The program promotes non-discrimination, cultural support, respect for rivals and referees. Furthermore, cooperation with disabled supporters’ environment became an integral part of the „Kibice Razem” program. The Polish Football Association is responsible for the program coordination at central level and is subsidised by the Ministry of Sport for that purpose. In addition, all of the local centers are co-financed by local government units and by the Polish Football Association resources.

At the national level, Police participated in the program “I am a Fan with a capital letter “F”. This program was implemented in 2011-2015 and was dedicated to the primary school students and also their parents, teachers and local government employees. The aim of the program was to promote appropriate cheering behavior during sports events.

Major Risks and Incidents

Major risks and trends on sport-related violence and disorder

Since last few years we can observe invariably the same kind of incidents connected to disorder during football matches. Mostly it is:

  • massive usage of pyrotechnical devices (supporters very often simultaneously use large-sized banners to avoid the recognition);
  • violation of the bodily inviolability of the stewards and the police officers;
  • failure to follow orders given by the stewards.

Due to the increase of security measures, most of the other incidents now occur outside the stadia (like vandalism, assault against the other supporters) or take place during matches of lower level football competition.

A new phenomenon is increasing: the number of pre-arranged disorders organised by hooligans in abandoned places without eyewitnesses, when two groups fight against each other.

 

Last major incidents which seem relevant and enlightening on the need to adopt an integrated approach to safety, security and service

  • Oct 2016 - Legia Warszawa supporters assaulted police officers in Madrid before CL match against Real Madrid FC.
  • Jun 2017 - Ruch Chorzów supporters made a disorder at the home stadium during last match of the season, when the club was relegated from Ekstraliga.
  • May 2018 - Legia Warszawa supporters assaulted a police officer at train station in Kutno during travel back by special train after fixture in Poznań.
  • Sept 2020 - Ruch Chorzów supporters attacked police forces during Third Division match Polonia Bytom v Ruch Chorzów.
  • Dec 2021 - Legia Warszawa supporters after the match against Wisła Płock stopped the coach of the club in which the players were returning from Płock stadium. They  broke in and attacked the players.
  • May 2022 - During and after the Polish Cup final match between Lech Poznań and Raków Częstochowa on PGE National Stadium in Warsaw there were clashes with the police involving Lech Poznań supporters.
     

Evolution of total incidents over the last 10 years.

After implementation of the integrated approach program, the number of crimes is on the similar level since 2014. A special case is data from 2020 when a lot of mass events were cancelled and matches took place behind closed doors, because of the pandemic restrictions.
