The Council of Europe reaffirmed the need to uphold human rights in major international sports events during a policy debate hosted by the Swedish Presidency of the Council of the European Union (15 May 2023, Brussels). Transparency, good governance, and respect for human rights were emphasised as vital in the planning, delivery and legacy of major international sport events.

Sophie Kwasny, Executive Secretary of EPAS and Head of the Sport Division contributed to the policy debate highlighting the Council of Europe’s initiatives to promote human rights in and through sport. Beyond the necessary development of standards, she underlined cooperation between all concerned stakeholders as being essential to making human rights and good governance a reality in sport. Examples of such effective cooperation include  the work of the Enlarged Partial Agreement on Sport (EPAS),  the International Partnership against Corruption in Sport (IPACS) and the national platforms against the manipulation of sports competitions promoted by the Macolin Convention.

Ongoing initiatives such as the “All In Plus” (gender equality in sport), and the “Combating Hate Speech in Sport” joint projects, or the “Start to Talk” project are key examples of actions taken  to provide a sports environment free from discrimination, hate speech, abuse, and violence.
