Ukraine 2016-2018
“Strengthening Freedom of Media and Establishing a Public Broadcasting System in Ukraine”
The Council of Europe Project “Strengthening Freedom of the Media and Establishing a Public Broadcasting System in Ukraine” aimed to strengthen the legal and institutional guarantees for the effective exercise of the right to freedom of expression and information in Ukraine and to enhance the role of the media as an instrument for consensus building in the society.

Partnership for Good Governance
"Programmatic Cooperation Framework for Armenia, Azerbaijan, Georgia, Republic of Moldova, Ukraine and Belarus" (PCF)"
The European Union and the Council of Europe programme Partnership for Good Governance (formerly known as PCF) under the Theme IV “Addressing Challenges of the Information Society” included in total eight projects in the fields of media (Azerbaijan, Georgia, Ukraine and regional project), internet governance (Georgia, Republic of Moldova and regional project) and data protection (regional project).
Tunisia 2016-2017
"Promoting freedom of expression, independence and plurality of the media in Tunisia"
Building upon the achievements of the project "Accompanying the transitional process towards democracy in Tunisia with the promotion of freedom of expression, independence of the media and public access to information" which ended in june 2016, the Council of Europe continued to put into place cooperation activities in order to help Tunisia in meeting the challenges related to the protection of freedom of expression, independence and plurality of the media in a context of transition. The project was funded by a financial contribution of Norway.
Building upon the achievements of the activities implemented in co-operation with Moroccan partners in 2014 and 2015, the Council of Europe, with financial aid from Norway, continued to support the promotion of freedom of expression and media independence and plurality in Morocco.
Tunisia 2014-2016
“Accompanying the transitional process towards democracy in Tunisia with the promotion of freedom of expression, independence of the media and public access to information”
Since December 2014, the Council of Europe was running a project aimed at strengthening the legal and institutional framework for freedom of expression and freedom of the media in Tunisia. The project was financed by a voluntary contribution of Norway and run until June 2016.
From 2014 to 2015, the Council of Europe ran the co-operation project "Promoting freedom of expression and freedom of the media in Morocco” funded by a voluntary contribution from Liechtenstein.
Since January 2014, the Council of Europe is running a Joint Project with the European Union called “Strengthening Information Society in Ukraine” aimed at strengthening the legal and institutional framework for freedom of expression, freedom of the media, access to public information, protection of personal data and the Internet governance in Ukraine.
Bosnia and Herzegovina
Promoting Professionalism and Tolerance in the Media in Bosnia and Herzegovina
he Cooperation project "Promoting Professionalism and Tolerance in the Media in Bosnia and Herzegovina" funded by the voluntary contributions of Ireland and Norway has been successfully accomplished in December 2013.
In 2012 and 2013, the Council of Europe has taken the lead in establishing a constructive dialogue with the Hungarian authorities leading to the comprehensive expertise of the media laws by Council of Europe appointed experts, to the negotiation of the co-operation agreement and the organisation of co-operation activities under that agreement.
The overall objective of the Joint project between the European Union and the Council of Europe entitled "Promotion of European Standards in the Ukrainian Media Environment" (2008-2012) was to raise standards of journalism with a view to ensuring that the Ukrainian public is better informed about political and social processes in Ukraine. From September 2008 to December 2012, the project provided continuing support for enhancing the legislative framework for media and for promoting ethical standards among journalists.
Election in Ukraine
Monitoring of the media coverage of the May 2014 presidential election in Ukraine
In the framework of “Cooperation with Ukraine – Immediate measures package”, the Council of Europe monitored and provided feedback on the media coverage of the May 2014 presidential election campaign encompassing the state-funded broadcaster, 7 national, commercial and 46 regional TV channels, 6 national and 55 regional print newspapers, 4 radio stations, and 51 Internet sites.

Promoting freedom, professionalism and pluralism of the media in the South Caucasus and Moldova

South-East Europe
“Promoting freedom of expression and information and freedom of the media in South-East Europe”
Between September 2013 and August 2015, the Council of Europe implemented a project aimed at developing legal and institutional guarantees for freedom of expression, higher quality journalism, and a pluralistic media landscape in line with Council of Europe standards in South-East Europe.
Cooperation project “Integration of European standards in the Ukrainian Media Environment” funded by the voluntary contribution from Canada has been successfully accomplished in May 2015.
The Council of Europe project “Gender equality and media freedom in Azerbaijan” aims to promote gender equality in and through media in Azerbaijan.
The Joint EU /CoE Project “Promoting Media Freedom and Pluralism in the Republic of Moldova ” is aimed to strengthen or establish legal and institutional guarantees for a pluralistic media landscape in the Republic of Moldova.
UKRAINE
“Strengthening freedom of media, access to information and reinforcing public broadcasting system in Ukraine”
The Council of Europe Project “Strengthening freedom of media, access to information and reinforcing public broadcasting system in Ukraine” aimed to enhance the role of media, its freedom and safety, and the public broadcaster as an instrument for consensus building in the Ukrainian society, particularly during the election period.
The Joint EU /CoE Project “Promoting Media Freedom and Pluralism in the Republic of Moldova ” is aimed to strengthen or establish legal and institutional guarantees for a pluralistic media landscape in the Republic of Moldova.
The project “Supporting Freedom of Media and Internet in Georgia” started on 1 February 2019 and its implementation period was 24 months. The project continued to support media and internet stakeholders in Georgia.
The “Promoting European standards in the audio-visual regulation of the Republic of Moldova” Project is a follow-up to the EU-Council of Europe Joint Programme “Promoting Media Freedom and Pluralism in the Republic of Moldova”, implemented in 2016-2019, and built upon its achievements.

South Programme Ill
Promoting freedom of expression and a positive role of the media in combating gender stereotypes and violence against women
On 1 September 2019, the media component of the Joint Project of the European Union and the Council of Europe “EU and Council of Europe working together to strengthening protection of the human rights in Ukraine” was launched.
The Council of Europe Project “Legal Education in the Field of Freedom of Expression in Ukraine” was launched on 15 February 2021 and implemented over four months. The Project was funded by the voluntarily contribution of the Government of Flanders in the framework of the Council of Europe Action Plan for Ukraine for 2018-2022. The Project’s total budget was EUR 65.936.

Following the decision of the Committee of Ministers on 16 March 2022 the Russian Federation is no longer a member of the Council of Europe. The website will be updated as soon as possible to take account of this development.
