3rd meeting of the JAG of Stadium and Security Licensing and Certification

In the context of the partnership between the Council of Europe and INTERPOL’s Project Stadia, the Secretariat of the Spectator Violence Convention (T-RV) took part in the 3rd meeting of the Joint Advisory Group (JAG) of Stadium Safety and Security Licensing and Certification, of Project Stadia.

This meeting was hosted by the Qatari Supreme Committee on Delivery and Legacy, in Doha (Qatar), between 23 and 25 October. Several international experts were present, including the National Center for Spectator Sports Safety and Security (NCS4), University of South Mississippi; Sports Grounds Safety Authority (SGSA), UK; FIFA Safety and Security Department; stadia safety officers from: the Hague Football Club (NL), the Principality Stadium, Cardiff, Wales (UK), and the Anfield Stadium of Liverpool Football Club (UK); and high representatives from the Qatar’s Supreme Committee, namely Brigadier Ibrahim Khalil Al Muhannadi, the Chief of the Advisory Unit in the Security Committee.

At this final meeting, the Group adopted a comprehensive Guide to Sports Ground Safety and Security Licensing and Certification. The aim of this Guide is to identify the key elements of a stadia licensing and certification national legal, institutional and procedural framework that can be used not only for 2022 FIFA World Cup™ in Qatar but that can also be the reference guidelines for all 192 member States of INTERPOL.

The Group ensured that the Guide is in line with the provisions of the Council of Europe Convention on Safety, Security and Service (CETS Nº 218) and the Recommendation Rec(2015)1, as well as with the Green Guide and other relevant SGSA documents.

The programme further included a visit to the International Khalifa Stadium, in Doha.
