Mediators in Azerbaijan now have a practical handbook designed to improve the quality and consistency of mediation services across the country. Developed by national consultants with the support of CEPEJ experts from Portugal and Slovenia, this handbook serves as a common professional reference for mediation practice and training, tailored to Azerbaijan’s legal framework and national context.
This publication translates the principles of mediation into practical advice. It sets out techniques for conflict analysis, communication, negotiation and decision-making support. It also includes model documents, checklists and practical tools for mediating civil, family, labour, commercial and administrative disputes. This Handbook is intended to support not only mediators’ day-to-day practice but also their initial and continuing training, as well as that of other legal professionals.
The Handbook was officially launched on 1 July 2026 at an event attended by nearly 100 mediators from Baku and various regions of the country, in the presence of representatives from the Delegation of the European Union, the Mediation Council, the Ministry of Justice, the Academy of Justice and the Legal and Judicial Council of Azerbaijan.
To encourage its use nationwide, 500 printed copies have been produced for distribution to all practising mediators in Azerbaijan and for display in mediation training rooms.
This activity was organised within the framework of the Project “Fostering mediation in Azerbaijan”, funded by the European Union and the Council of Europe and implemented by the Council of Europe in their Partnership for Good Governance III (2023-2027).
