Workshops on Effective Access to Data with Safeguards  for Law Enforcement Agencies and Service Providers in Armenia, Azerbaijan, Georgia and the Republic of Moldova

From 24 October to 16 November 2022, the CyberEast joint project of the European Union and the Council of Europe organised a series of four workshops in Armenia, Azerbaijan, Georgia and the Republic of Moldova to support effective cooperation between criminal justice authorities and private sector entities, in particular Internet Service Providers (ISPs), from these countries.

Following the introduction of specific guidelines and standards for law enforcement and ISP cooperation, in view of the full implementation of the Budapest Convention and its Second Additional Protocol for enhanced cooperation, participants engaged in a number of practical table-top exercises designed to assess existing cooperation procedures for access to data in view of the requirements of proportionality, legality and necessity, and to identify gaps. Based on these findings, a set of practical and tailor-made recommendations were proposed to the four countries.

A specific request template for cooperation between law enforcement and ISP was discussed at these exercises and will be refined in the course of upcoming project activities.
