The Saint-Denis Committee held its 9th meeting in Strasbourg, on 28-29 April 2026, back-to-back with the third meeting of its Ad hoc Working Group on FIFA Men’s Football World Cup 2026 (Canada, Mexico and USA).
The Committee elected Ann Ramage as Chair of the Advisory Group on Monitoring (T-S4 MON) and adopted a new Recommendation on Essentials and Guidelines to strengthen the Safety and Service pillars of the Convention. The Committee took note of recent developments in the States Parties to the Saint-Denis Convention and the observers, including the recent monitoring visit to Portugal early this year.
The Italian delegation presented the security implemented for the Milano Cortina 2026 Winter Olympic and Paralympic Games, held in Italy. Finally, the Committee members held an exchange with Tunisia and the European Football Clubs (EFC) on possible future cooperation.
The Committee also exchanged views with the Network of Magistrates/Prosecutors Responsible for Sport (MARS Network), which was holding its 5th annual meeting in Strasbourg at the same time. The aim of this joint session was to share activities and best practices. The Portuguese example of cooperation on the ground between the police and the public prosecutors illustrated this shared interest.
The third meeting of the Ad hoc Working Group on FIFA World Cup 2026 , which will take place in Canada, Mexico and USA, brought together States Parties and observers for a final state of play of the safety, security and service preparations and held an exchange of views with FIFA.
