National and international political priorities in the sports sector (2009)
The normative legal-base of physical education and sports had been strengthened by our government.
The new Law of the Republic of Azerbaijan on Physical Education and Sports was adopted in 2009.
From the beginning of 2009 there was started preparation process to the 2012 London Olympic Games.
There are 23 Olympic Complexes in our country and 5 of them were opened in 2009.
18th Non-Formal Conference of European Sport Ministers will be held in Baku on 21-22 September, 2010.
In this connection there was held Governing Board and Consultative Committee Meetings of Enlarged Partial Agreement on Sport (EPAS) of Council of Europe in Baku on 25-27 May, 2009.
We have started the preparation works to the 2nd Black Sea Games 2010 which will take place in Romania. We took part in 2009 Black Sea Games Administrative Committee Meeting on 24-27 November 2009 in Constanta, Romania.
Council of Physical Education and Sports of CIS established and we participate in its events.
Bilateral relations:

    - We continued the relations with UNESCO, WADA, OIC;
    - We developed and signed Agreement, Memorandum, and Program with the Republic of Latvia, Republic of Cuba, and Republic of Belarus in 2009.
    - Memorandum of Understanding signed in 2007 between the Republic of Azerbaijan and United Kingdom. In the framework of this Memorandum new project “International Inspiration” is carried out. In Azerbaijan International Inspiration has supported the development of two major national strategies for sport for young people – the Strategy Plan for Athletics Development (2009-12) and the long –term National Strategy on Physical Education and Sport Development (2009-20).

For providing financial autonomy of sport federation special article on sport lottery was included in the new law on physical education and sports.
All necessary activities in relation with the implementation of ratified by our country international conventions were provided.

Organisation of sport in the country (2009)
Sport policy is carried out by the Ministry of Youth and Sports. The Ministry of Youth and Sports have its local youth and sports departments (84) in every region of the Republic.
Organization of sport in the country is carried out by the Ministry of Youth and Sports, NOC, sport federations (75), sport clubs, the institutions of science and education functioning in the sphere of physical education and sports.
