According to the current legislation, sports facilities in the Russian Federation must comply with safety requirements for physical culture and sports events. Safety requirements are established by national standards approved in accordance with the legislation of the Russian Federation.
The All-Russian Register of Sports Facilities is formed from sports facilities that meet the requirements of national standards, including safety standards.
Federal Law No. 329-FZ "On Physical Culture and Sports in the Russian Federation" provides for the formation and maintenance of the All-Russian Register of Sports Facilities.
The purpose of creating the Register is to systematise information about sports facilities, their location, actual condition, as well as their safety for official physical culture and sports events.
A sports venue, information about which is not available in the All-Russian Register of Sports Facilities, cannot be used for physical culture events and sports events
One of the documents for filing an application for the inclusion of a sports facility in the Register is a certificate of compliance of the sports facility with safety and sanitary and hygienic standards.
In assessing the safety of sports facilities, an integrated approach is used - the compliance of the sports facility is immediately assessed in the following:
Safety of building structures; Fire safety; Activities for people with disabilities; Safety assessment of sports equipment; Assessment of the safety of sports surfaces.
Certification of sports facilities is carried out by the initiative of applicants - organisations or individual entrepreneurs for compliance with the requirements of the declared regulatory and technical documents.
Voluntary certification of services (works) is carried out by certification bodies accredited in the prescribed manner, within their scope of accreditation.

Major risks and trends on violence and disorder
The tendency in Russian Federation surrounds global sport problems concerning the ensuring of safety and security at football matches.
Last major incidents which seem relevant and enlightening on the need to adopt an integrated approach to safety, security and service
1) In May 2014, the central match of the 29th round of the Russian football championship between Zenit and Moscow's Dynamo in St. Petersburg was not finished due to riots at the stadium. The match was interrupted in the 86th minute with the score 4: 2 in favour of the guests.
One of the fans hit Dynamo defender Vladimir Granat. The player was diagnosed with a concussion and a suspected fracture of the jaw.
2) In November 2012, the match of the 16th round of the Russian championship between Dynamo Moscow and Zenit St. Petersburg, held at the Khimki Arena near Moscow, was interrupted in the 51st minute due to the use of pyrotechnics by fans. One of the firecrackers exploded next to the goalkeeper of the home team Anton Shunin and injured him — doctors diagnosed the goalkeeper with a burn of the cornea of the eye.
