Andy Parkinson is the Founder and Director of 2AC International, an independent advisory business working with organisations across the sport sector in the UK and internationally, supporting leaders on strategy, governance and integrity.

He was the founding Chief Executive of UK Anti-Doping, where he established the organisation as a leading body in the delivery and promotion of clean sport in the UK and internationally. He later served as CEO of British Rowing, leading significant organisational change within a performance environment.

Andy has held senior international roles in anti-doping and sport governance, including Chair of CAHAMA (2012–2015), membership of WADA’s first International Standard for Testing Working Group, and participation in WADA’s Independent Observer Programmes, including the Sochi 2014 Olympic Games as Chair.

He chaired the International Paralympic Committee Taskforce responsible for assessing the reinstatement of the Russian Paralympic Committee following its suspension ahead of the Rio 2016 Paralympic Games.

He was awarded an Honorary Doctorate of Sport by Nottingham Trent University in recognition of his contribution to inclusion in sport.

Ms Hanne JUNCHER is the Director of Security, Integrity and Rule of Law at the Council of Europe, overseeing the Organisation’s work on AI, digital governance, criminal law, justice reform, and the protection of democratic institutions.

Before her current position, she served as Executive Secretary of GRECO (Group of States against Corruption) and led the Council of Europe’s action against economic crime, including MONEYVAL and major international cooperation programmes on anti-corruption and financial integrity. Earlier, she headed the Organisation’s work on justice and legal co-operation, supervising areas such as the European Commission for the Efficiency of Justice (CEPEJ), public and private law, and judicial reform. Ms Juncher previously worked for the European Committee for the Prevention of Torture (CPT), represented the Council of Europe in North Macedonia, and directed its human rights support and awareness-raising programmes.

She joined the Council of Europe in 1997 as a Legal Adviser, after serving with the Ministries of Defence of Denmark and the United Kingdom. She holds postgraduate degrees in Law from the Universities of Copenhagen and Essex.

Prof. Olivier Rabin assumes the role of Senior Director, Science and Medicine at WADA. In this capacity, he oversees the List of Prohibited Substances and Methods, the Athlete Biological Passport, the strategy of scientific research, medical activities, and anti-doping laboratories, while also establishing international partnerships in the fields of science and medicine.

Prior to joining WADA in 2002, Olivier was a principal investigator of research in pharmacology and toxicology for government organizations, including at the National Institutes of Health (NIH -USA) and the Institut National de la Santé et de la Recherche Médicale (INSERM – France). He also worked for IPSEN Pharma where he was responsible for international development of new medicines.

Over the course of his career, Olivier has been instrumental in establishing partnerships with high profile public or private organizations.
Olivier has a doctorate degree in fundamental and applied toxicology and a degree in biomedical engineering. He is the author of numerous scientific publications and books in anti-doping and emerging drugs in sports. He was appointed Distinguished Visiting Professor at the University of Trento (Italy) in April 2023.

Mark Jackson is a highly experienced former law enforcement professional with a distinguished career tackling serious and organised crime, including leading complex and high-profile investigations.

He went on to hold senior leadership roles at the Medicines and Healthcare products Regulatory Agency (MHRA), serving as Head of Intelligence and later Head of Enforcement, where he led the UK’s response to pharmaceutical crime and threats to public health.

Mark subsequently served as Head of Counter Diversion and Illicit Trade at a global pharmaceutical company, developing and delivering a cross-functional strategy to address diversion and illicit trade risks at scale.

Now an independent consultant, he supports international efforts to combat pharmaceutical crime, providing technical advice, training, and operational support to national regulators, particularly across Sub-Saharan Africa. He also led the development and authorship of the recently launched UNODC Practitioner’s Handbook on minimising the risk of diversion of pharmaceuticals containing controlled substances.
 

Professor Susan Backhouse is Director of Research and Knowledge Exchange in the Carnegie School of Sport at Leeds Beckett University. An interdisciplinary researcher and behavioural scientist, Susan specialises in sporting integrity and athlete welfare, with a particular focus on doping and clean sport behaviours. Her work sits at the intersection of research, policy, and practice, supporting fair, safe, and ethical sport systems.

Susan serves as an expert advisor to the World Anti Doping Agency (WADA) Social Science Research Expert Advisory Group and is Chair of the WADA Taskforce on Unintentional Doping. In the UK, she is a member of the Chartered Association of Sport and Exercise Sciences (CASES) Integrity Advisory Group.

She has published extensively in peer reviewed journals, supported doctoral and early career researchers, and led collaborative projects with the sport sector. Most recently, her work has involved partnerships with the Athletics Integrity Unit, the International Tennis Integrity Agency, and World Rugby. Susan is widely recognised for translating research into practical guidance that informs policy, regulation, and professional practice.

Professor Engebretsen is currently the Professor Emeritus of the Department of Orthopedic Surgery at Oslo University Clinic and stepped down Dec 31 2024 as Head of Medical Sciences in the International Olympic Committee. Professor Engebretsen has published over 600 international articles and book chapters, with a citation index (H-index) of 144. He is among the world’s most productive in clinical, epidemiological and basic science research in the areas of general sports medicine, knee ligaments, cartilage and prevention of sports injuries and illnesses. He has received research grants and awards from many agencies and associations, including the National Institutes of Health, the Norwegian Council for Research in Science and Humanities, the Norwegian Ministry of Health, the American Orthopedic Society of Sports Medicine (AOSSM) and the International Olympic Committee. He and his group have won several research awards around the world, and he was inducted into the AOSSM Hall of Fame in July 2015 and became an ESSKA Honorary member in 2016 and ISAKOS Honorary member in 2017 and EFFORT Honorary member in 2022. He received the Nordic Prize in Medicine in 2016.

Engebretsen is involved with three research groups: Knee ligaments together with May Arna Risberg in Oslo and Robert Laprade in Vail, Colorado, now in Minnesota, the Oslo Sports Trauma Research Center co-chaired with professor Roald Bahr and emphasizing prevention of injuries and diseases in sports, and the Oslo Cartilage Group, which encompasses research from the cell to rehab after surgery, involving molecular biologists, pathologists, radiologists, physiotherapists and orthopedic surgeons. The Engebretsen group were just awarded 12 million Nor Kroner for OA research.

Verica Trbic worked from 1992 to 2000, as a pharmacist and coordinator with international humanitarian organizations -including Pharmaciens Sans Frontières-France, Médecins du Monde-France, and UNHCR-delivering pharmaceutical and medical support throughout the Balkans.

Since 2000, she has served at INTERPOL Sarajevo as an Expert Adviser, in charge for searches and extradition of persons, pharmaceutical crime, works of art and the environment crimes.

Specialized in a pharmaceutical and environmental crimes, as contact point and coordinator for INTERPOL’s Project PANGEA since its inception, she has played a key role in efforts against the illegal trade and online sale of medicines and has participated in major international operations.

Between 2014 and 2022, she was also a doping control officer. She is an active delegate to the Council of Europe, serving on the Committee of Experts focused on minimizing public health risks from medical product counterfeiting and similar crimes.

Since 2013, she has been a member of the multisectoral working group developing Bosnia and Herzegovina’s operational plan for accession and implementation of the Council of Europe’s MEDICRIME Convention, holding roles as both member and Vice-Chair of the Committee of the Parties. In 2025, she was appointed chair for the Working Group on unauthorized removal (including theft) from the medical supply chain under the Council of Europe Committee of Parties.

Verica Trbic completed primary and secondary education in Paris, France, and earned a pharmacy degree with a specialization in pharmaceutical information technology from the University of Sarajevo. She has published several papers on pharmaceutical standards, counterfeiting, and medicine smuggling.

John McLaughlin is an investigator currently serving with the World Anti-Doping Agency (WADA) in Lausanne. He plays a leading role in strengthening global investigative capacity across the anti-doping system. He is responsible for WADA’s Global Intelligence & Investigations (I&I) Capacity and Capability Building Project, working to enhance how organizations detect and respond to complex doping threats worldwide. The project has championed 250 investigations to date, with seizures of 90,000Kg of PEDs.

In his role, John collaborates closely with international law enforcement agencies, supporting coordinated efforts to disrupt and dismantle criminal networks involved in the trafficking of performance-enhancing drugs (PEDs). His work sits at the intersection of sport, intelligence, and transnational crime.

Prior to joining WADA, John served as an Anti-Doping Investigator in professional cycling with the Cycling Anti-Doping Foundation (CADF) and the International Testing Agency (ITA), working under the UCI framework. He previously held positions as a specialist criminal investigator with the UK National Crime Agency (NCA) and UK Customs (HMRC).

John was also the lead investigator on Operation ITALICI, the largest global investigation into upstream PED trafficking networks to date.

Jukka Koskelo is a research and development director at the A-Clinic Foundation in Finland, specialising in image and performance enhancing drugs (IPEDs) as a public health issue. For over 15 years, he has worked with fitness doping, focusing on the everyday realities of use: access, motivations, user cultures and especially health concerns. 

A central focus of Jukka’s research is the use of doping substances in prison settings. In his recent work, prisons reveal how substance use, body image, status, and health impacts are closely linked.

Jukka works in research, development, and international cooperation in the field of addictions. He designs and leads both national and international projects and creates platforms for dialogue by organising conferences that connect researchers, practitioners, and decision-makers around emerging issues.

Roberts Lauris Mag.iur in law, joined LAT-NADO in March 2018.

He specializes in results management (including evidence gathering, decision making, building and presenting cases before hearing panels), anti-doping investigations, data protection, and compliance with the World Anti-Doping Code. His work focuses on ensuring fair, transparent, and legally robust anti-doping procedures in Latvia.

Following the completion of code compliance processes, his professional focus includes the advancement of doping criminalization initiatives in Latvia.

Alongside his legal career, he is a semi-active national-level badminton player.

Kim Ravn is Director of Anti Doping Denmark. His work focuses on anti-doping, clean sport, and the protection of fair and healthy sporting environments across elite sport, recreational sport, and the fitness sector.

He has extensive experience in anti-doping policy and operations, as well as collaboration with sports organisations, public authorities, and international partners. A key part of his work has been the Danish approach to addressing doping in training and fitness environments as a public health issue, including cooperation with public health authorities and law enforcement agencies.

Kim works with issues related to integrity in sport and strengthening trust and credibility in sport, and regularly contributes to discussions on anti-doping, governance, and the evolving challenges facing clean sport internationally.

Sarah Adam coordinates IFPMA’s regulatory activities, focusing on policy, system strengthening, and harmonization across global and regional levels (LATAM, Asia, Africa). She leads workstreams on Biotherapeutics and Advanced Therapies internationally. A Board-Certified Medical Affairs Specialist, Sarah holds a Ph.D. in Molecular Biology and an Engineering degree in Biotechnology. She has over 10 years of research experience in vaccines and pulmonary disease drug development and previously supported ICH guideline harmonization. Sarah also served as a lecturer at the University of Geneva’s School of Pharmacy.

Seconded from the Portuguese National Police (Polícia Judiciária), Francisco now serves as Anti-Corruption Coordinator, pro tempore, at INTERPOL's Financial Crime and Anti-Corruption Centre.

His background includes more than 10 years as a Criminal Investigator, with a focus on corruption, corruption in sports and performance-enhancing drugs trafficking.

Mikko Lemettilä works as an expert in doping prevention at the A-Clinic Foundation (ACF) and coordinates the Clean Exercise Commitment program in Finland, as well as ACF's international projects. He has an educational background in both physiotherapy (BHSc) and pharmacy (MSc, Pharm.Sci.), complemented by the IOC Certificate in Drugs in Sport.

ACF's work focuses on the public health, mental health, and dependence perspectives related to doping behaviours, in conjunction with ACF's other substance use and behavioural addiction prevention and harm reduction initiatives. Mikko's main areas of work since 2018 have included anti-doping activities in recreational sports settings, as well as youth education. He has also been involved in international EU-funded substance use and doping prevention projects (IRIS, BOOST, Mindful Muscles) and has delivered numerous trainings for healthcare and sports professionals about anti-doping activities in recreational sports. In addition, Mikko conducts doctoral research in the Clinical Pharmacy Group at the University of Helsinki. His main research interests include exploring harmful substance use behaviours among athletes, with a focus on strengthening evidence-based prevention approaches.

In December 2014, Catherine MacLean joined WADA as Director, Communications. In this capacity, she promotes WADA’s brand and guards its reputation -- aligning WADA’s communications with the Agency’s strategic and operational priorities.

Prior to joining WADA, Catherine held numerous communications roles over her 25 years in the metals and mining industry with Alcan and Rio Tinto. She then operated her own consultancy serving, in particular, the former London Mining’s operations in Sierra Leone.

Catherine has an undergraduate degree in psychology from Concordia University in Montreal, Canada. A competitive swimmer in her youth, Catherine is thrilled to be with an organization that is committed to fair play in sports.

Gustavo Merino has been serving as Director of Social Polices at UNESCO since January 2024.

He has held senior positions in the Government of Mexico including Deputy Minister of Social and Human Development, Deputy Minister for Prospective, Planning and Evaluation at the Ministry of Social Development. He was also General Director of Mexico's national development bank for agriculture and rural areas, Financiera Rural. At the FAO he was Director of the Investment Centre Division. He has also been Dean of the School of Social Sciences and Government for Mexico City Region of Tenológico de Monterrey where he also led the Research Centre on Public Policy and Health at the School of Government and the Public Policy Unit of the Institute for Obesity Research. He was also Professor of Economics and Director for at Instituto Tenológico Autónomo de Mexico (ITAM) in Mexico City and Director oits Centre for Public Policy Research. He has a master's and PhD in Public Policy from Harvard University and a BA in Economics from ITAM

I have been a French judicial magistrate for 27 years and have spent most of my career in the Public Prosecutor's Office. After having held several positions within the jurisdictions of the South of France, I specialised in major complex crime, first as Head of the Organised Crime Section in Marseille and then as Deputy Public Prosecutor for the National Financial Prosecutor's Office. Since 2019, I have been Deputy Public Prosecutor in Marseille, Head of the Specialised Policing Division and in particular of Major Economic and Financial Crime.
