Under its terms of reference for the 2016-2017 biennium, the Committee of experts on the system of the European Convention on Human Rights (DH-SYSC) was instructed to submit, if appropriate, proposals to the Committee of Ministers regarding Recommendation CM/Rec(2010)3 on effective remedies for excessive length of proceedings and its accompanying Guide to Good Practice.

This work will be conducted in the course of the year 2017, with a view to its adoption by the DH-SYSC at its 4th meeting, in the autumn of 2017, for its transmission to the CDDH and then to the Committee of ministers before 31 December 2017.
