The Drafting Group D (GT-GDR-D) was tasked to prepare:

  • a draft guide to good practice with respect to domestic remedies (see paragraph 9.f)ii) of the Brighton Declaration);
  • a draft toolkit to inform public officials about the State’s obligations under the Convention (see paragraph 9.f)iii) of the Brighton Declaration);
  • a draft report containing conclusions and possible proposals for action on ways to resolve the large number of applications arising from systemic issues identified by the Court (see paragraph 20.c) of the Brighton Declaration).

The Drafting group D (GT-GDR-D) held two meetings in April and May 2013. In June 2013, the DH-GDR examined the draft Guide to good practice in respect of domestic remedies and the draft Toolkit to inform public officials about the State’s obligations under the Convention. The Committee also examined the draft CDDH Report on ways to resolve the large numbers of applications arising from systemic issues identified by the Court, and transmitted them to the CDDH for adoption

In June 2013, the CDDH transmitted them to the Committee of Ministers.

Results

In September 2013, the Minister’s Deputies adopted the Toolkit to inform public officials about the State’s obligations under the European Convention on Human Rights and the Guide to good practice in respect of domestic remedies; and took note of the CDDH report containing conclusions and possible proposals for action on ways to resolve the large numbers of applications arising from Systemic issues identified by the Court.
