The CDDH established its subordinate Drafting Group on the use of new technologies by the European Court of Human Rights and new tendencies in litigation before the European Court of Human Rights (CDDH-TE) in order to conduct preparatory work on these two issues.

As with judicial bodies everywhere, the Court has increasingly integrated digital technologies into its activities. The CDDH report will provide an opportunity for the States Parties to the European Convention on Human Rights, in collaboration with civil society organisations, other stakeholders, and independent experts, to examine these developments, including in the light of evolving international standards.

Recent years have also seen a number of particularly significant judgments of the Court arising from proceedings that differed from the typical form of a single individual application against a single respondent State – for example, conflict-related inter-State cases, cases with large numbers of third-party interventions, and cases brought simultaneously against large numbers of respondent States. The CDDH report will examine these proceedings, including from the perspective of the challenges they bring in terms of complexity and resource allocation.

The CDDH-TE, which is chaired by Milène Blanchard (France), will submit draft reports on each issue to the plenary CDDH in advance of the deadline for their adoption of 31 December 2026.
