The second meeting of the Drafting Group on the use of new technologies by the European Court of Human Rights and new tendencies in litigation before the European Court of Human Rights (CDDH-TE) will take place in Warsaw, Poland, from 13 to 15 October 2026.
The meeting, organised in a hybrid format, will be hosted at the Palace of the Commonwealth in Warsaw. It will be preceded by the 17th Warsaw Human Rights Seminar, organised by the Polish Ministry of Foreign Affairs on 12 October 2026, which will focus on the legal framework for the protection of human rights in the age of modern technology.
During its second meeting, the CDDH-TE will examine a draft report on the use of new technologies by the ECtHR and discuss the preparation of a report on new tendencies in litigation before the ECtHR. The agenda will also include discussions on the Group’s future work and on gender equality aspects of its activities.
The CDDH-TE had previously held its first meeting in Strasbourg from 11 to 13 May 2026 under the chairmanship of Milène Blanchard (France). During that meeting, the Group had elected Isabelle Niedlispacher (Belgium) as Vice-Chair and exchanged views on its terms of reference and future working methods.
The Group had held discussions with a range of experts from academia, the legal profession, the European Court of Human Rights and other relevant bodies on its two main themes: the Court’s use of new technologies and emerging tendencies in litigation before the Court.
Participants had examined possible issues to be addressed in its future work and reflected on the structure and scope of the Group’s future deliverables, which are due to be completed by the end of 2027.
The Group had agreed that, in its second meeting, it would consider a draft text on the issue of the Court’s use of new technologies, that would be prepared by the rapporteur on this issue, Isabelle Niedlispacher (Belgium).
