The Drafting Group on the Eradication of Impunity for Serious Human Rights Violations (CDDH-ELI) will hold its sixth meeting from 4 to 6 November 2026, when it will begin work on revision of the 2011 Committee of Ministers’ Guidelines on eradicating impunity for serious human rights violations, following the Committee of Ministers’ endorsement of proposals in last year’s CDDH feasibility study.
The Group will make proposals to strengthen the content of the 2011 Guidelines and address areas where further clarification or guidance would be beneficial, taking into account relevant developments over the past 15 years.
At this meeting, members will consider a draft proposal for additional content and a revised structure for the 2011 Guidelines (CDDH-ELI(2026)01), accompanied by a reference paper explaining how the proposals relate to the findings and conclusions of the Study (CDDH-ELI(2026)02).
The Group will also consider the working methods and organisation of its future work on the revision of the 2011 Guidelines.
