In line with the mandate of the Council of Europe Anti-Doping Convention to conduct targeted evaluation visits to review and improve specific aspects of a country's anti-doping system, a team of Council of Europe experts conducted an evaluation visit to Liechtenstein. The aim of the visit was to assess the country's efforts to implement the Anti-Doping Convention, which Liechtenstein ratified in 1994. The visit, which took place from 6 to 8 October 2025, included discussions with key stakeholders in the national anti-doping programme, ranging from top-level athletes and coaches to the police and customs services. The role of sports organisations united under the Liechtenstein Olympic Committee was also discussed.
The evaluation team was welcomed by Hubert Büchel, the Minister of Home Affairs, Economy and Sports, and accompanied by Thomas Lageder (Sport Division) and Beat Wachter (Liechtenstein Olympic Committee). The team was chaired by Paul Ouseley (Anti-Doping UK), and also included Gabriela Andreiasu (Anti-Doping Romania), Kaarel Nestor (Estonia's Ministry of Sports), Farhad Abasov (an independent expert from Azerbaijan) and Liene Kozlovska (the Council of Europe). Samuel Quinche (Switzerland) joined the evaluation team as an observer due to the specific links between Liechtenstein and Switzerland, whereby all testing and result management for Liechtenstein sports are delegated to Swiss Sport Integrity.
Following the discussions in Vaduz, the findings and recommendations from the visit will be summarised in an evaluation report, which will be adopted by the Monitoring Group and subsequently transmitted to the Liechtenstein authorities for implementation.
