The Council of Europe organises a regional conference on 18 April in the context of the ACT cooperation project (“Addressing Competitions' Manipulation Together”) and with the support of CIBELAE (Ibero-American Corporation of State Lotteries and Betting) and ULIS. The aim of this event is to raise awareness of the evolving phenomenon of sports competitions manipulation and to facilitate more effective cooperation at both international and national levels.
The conference was attended by over 100 persons from the region, representing national lotteries, governments, national regulators, law enforcement and the sports movement from the following countries: Argentina, Brazil, Chile, Colombia, Costa Rica, Ecuador, El Salvador, Mexico, Panama, Paraguay and Uruguay. It aimed to highlight the importance of multi-stakeholder cooperation arrangements at the national level (based on the model of the anti-manipulation platforms provided for in Article 13 of the Macolin Convention), as well as at international level, notably through the Group of Copenhagen, and aims at raising awareness of the measures required to combat illegal sports betting, in accordance with Article 11 of the Macolin Convention.
Rebecca Paul, President of World Lotteries Association, Javier Milian, President of CIBELAE, and Sophie Kwasny, Head of the Sport Division addressed the Conference and welcomed the participants. The sessions enabled to analyse the phenomenon and the modus operandi in the field of the manipulation of sports competitions, and to identify best practices and concrete solutions for fighting this scourge.
