MotivAction: an evolving toolbox to strengthen the reporting of the manipulation of sports competitions

Reporting attempts to manipulate competitions and exchanging information are essential to safeguarding the integrity of sport. Under the Macolin Convention, States have established national platforms bringing together public authorities, the sports movement, law-enforcement services and sports betting operators. These platforms cooperate within the Group of Copenhagen (GoC), which facilitates the sharing of experience and information between countries. To strengthen this cooperation, the platforms of Bulgaria, Cyprus, France, Greece, Moldova, Poland and Portugal have created MotivAction, a collection of practical resources designed to improve reporting mechanisms for athletes, referees and coaches, made available to all GoC members.

The toolbox offers legal and technical guidance for establishing secure and confidential channels, together with reference materials on communication and awareness-raising. It also brings together proven examples of national campaigns, in order to facilitate the adoption and re-use of the most effective approaches.

Reports are among the most effective means of detecting patterns of manipulation and safeguarding the integrity of competitions. By providing a clear framework, harmonised methods and ready-to-use materials, MotivAction seeks to enhance the capacity of platforms to receive, assess and handle alerts while upholding the necessary safeguards.

As an evolving resource, the toolbox will be regularly updated with contributions from national platforms and members of the Group of Copenhagen and made available online.
