Terms of reference
The GT-GDR-D is required
to prepare:
a
draft guide to good practice with respect to domestic remedies (see
paragraph 9.f)ii) of the Brighton Declaration);
a
draft toolkit to inform public officials about the State’s
obligations under the Convention (see paragraph 9.f)iii) of the
Brighton Declaration);
a
draft report containing conclusions and possible proposals for
action on ways to resolve the large number of applications arising
from systemic issues identified by the Court (see paragraph 20.c) of
the Brighton Declaration).
After its examination by the
Committee of experts on the reform of the Court (DH-GDR), the work
of GT-GDR-D will then be examined and adopted by the Steering
Committee for Human Rights (CDDH) for transmission to the Committee
of Ministers.

At its 4th meeting (5-7 June 2013), the DH-GDR examined
draft Guide to good practice in respect of domestic remedies, draft
Toolkit to inform public officials about the State’s obligations under
the Convention and draft CDDH Report on ways to resolve the large
numbers of applications arising from systemic issues identified by the
Court, and transmitted them to the CDDH.
