The Group was set up to
examine the question of human rights protection in the context of
accelerated asylum procedures and, as appropriate, to draft guidelines
in this field bearing in mind the requirement to weigh the need for states to process asylum applications in a rapid and efficient manner against the obligation to provide access
to a fair asylum determination procedure
for those who are in need of international protection. Work took account of information and standards emanating from Council of Europe and other international mechanisms, including the European Court of Human Rights, the European Committee for the Prevention of Torture and Inhuman or Degrading Treatment or Punishment (CPT) and the UNHCR.
The Committee of Ministers adopted the resulting Guidelines in 2009.
