2. The Bureau is invited to adopt the draft agenda and order of business which will be sent to the participants to the 77^th CDDH meeting. Each item that appears at the draft agenda prepared by the Secretariat is recalled hereafter, together with some annotations which should be read in the light of information contained in the reference document CDDH(2013)001.

ITEM 2: RECOMMENDATIONS OF THE PARLIAMENTARY ASSEMBLY

3. The Ministers Deputies’ communicated APCE Recommendation 2010 (2013) – “Migration and asylum: mounting tensions in Eastern Mediterranean” to the CDDH, amongst other bodies, for information and possible comments by the 8 April 2013. The Bureau suggested that the CDDH decide to limit itself to take note of it. The text of the recommendation was sent by the Secretariat to the CDDH generally on 14 February 2013. This text, as well as the comments received from one delegation and one NGO by 22 February 2013, appear in document CDDH(2013)006. The Bureau is invited to exchange views on this matter, which will be considered by the CDDH at its plenary meeting in March.

4. The Bureau is invited to prepare the exchange of views of the CDDH on the Reform of the Court in the light, in particular, of the report of the 3^rd meeting of the Committee of Experts on the Reform of the Court (DH-GDR, 13-15 February 2013).

(ii) Draft CDDH Report on interim measures under Rule 39 of the Rules of Court

(iii) Draft CDDH report on the advisability and modalities of a “representative application procedure”.

6. The Bureau is invited to prepare the exchange of views of the CDDH on the decisions adopted by the DH-GDR at its February meeting, concerning the organisation of the following future work:

(i) work of the Drafting Group “D” on the Reform of the Court (GT-GDR-D), in particular dealing with (i) the drafting of a guide to good practice in respect of domestic remedies; (ii) issues regarding requests resulting from systemic problems (iii) the drafting of a toolkit about the State’s obligations under the Convention

(ii) Work of the Drafting Group “E” on the Reform of the Court (GT-GDR-E), in particular dealing with issues regarding (i) the possible designation of additional judges at the Court; (ii) the Advisory Panel; (iii) non-implementation of the judgments in a timely manner

(iii) Follow-up to the CDDH report on measures taken by member States to implement relevant parts of the Interlaken and Izmir Declarations.

10. Further to the decisions taken by the Ministers’ Deputies during their 1160^th meeting (30 January 2013, see Reference document CDDH(2013)001), the Bureau is invited to prepare the exchange of views of the CDDH on work concerning corporate social responsibility in the field of human rights, with a view to giving guidance for the continuation of this work.

5.3 Human rights in culturally diverse societies

11. The Bureau is invited to prepare the exchange of views with the CDDH on the work underway related to the human rights in culturally diverse societies, it being understood that the CDDH decided to consider next June, with a view to its adoption, a draft feasibility study and added value of standard-setting work or other work in this field.

18. At its 2nd meeting (4-6 December 2012), the DH-BIO elected by acclamation Dr Anne FORUS (Norway) Chairperson and Mr Mark BALE (United Kingdom) Vice-Chairman of the Committee, for a one year mandate from 1st January 2013, renewable once. The CDDH is invited during this meeting to approve the election of the DH-BIO Chairperson to take note of the election of the Vice-Chairman.

22. The Secretariat will inform the Bureau on the matter with a view to the preparation of a preliminary exchange of views within the CDDH at the March meeting.

14.1 Requests from some NGO Representatives to participate in items on the agenda of the 77^th CDDH meeting

23. It is recalled that, during its 76^thmeeting (27-30 November 2012, CDDH(2012)R76, §49), the CDDH decided the following procedure to consider any request for participation on an ad hoc basis: (i) the request should be sent by the Secretariat to all experts of the CDDH for information; (ii) the decision will then be taken by the Bureau.

24. Requests for participation in some items on the agenda of the 77^th meeting (19-22 March 2013) have been communicated by the Secretariat to all the CDDH experts for information on [… February 2013]. The Bureau is invited to take a decision during its meeting:
