3. The Bureau is invited to hold an exchange of views on the recommendations that have been transmitted to the CDDH by the Committee of Ministers for information and possible comments, namely:

- Recommendation 1994(2012) on an additional protocol to the European Convention on Human Rights on national minorities (possible comments by 30 June 2012) ;
- Recommendation 1995 (2012) on the International Convention for the Protection of all Persons from Enforced Disappearance (possible comments 30 June 2012);
- Recommendation 1996(2012) on equality between women and men: a condition for the success of the Arab Spring (possible comments by the CDDH (GEC) by 31 July 2012).

ITEM 6: ACCESSION OF THE EUROPEAN UNION TO THE EUROPEAN CONVENTION ON HUMAN RIGHTS

8. The Bureau is invited to exchange views on the issue of the accession of the European Union to the European Convention on Human Rights and the possible pursuit of further work.

7.1 Rights of elderly persons (CDDH-AGE)

The Bureau is invited to prepare the CDDH’s exchange of views on the work undertaken by its Drafting Group on the rights of elderly persons (CDDH-AGE) at its 1st meeting (21-23 March 2012) with a view to giving guidance to the Group for the pursuit of its work. The Bureau is also invited to prepare the CDDH’s exchange of views with Professor Frédéric MEGRET (McGill University, Montreal, Canada).

7.2 Corporate social responsibility in the field of human rights

The Bureau is invited to prepare the CDDH’s exchange of views on work concerning corporate social responsibility in the field of human rights, with a view to giving guidance to the Secretariat for the start of this work. It is also invited to prepare the CDDH’s exchange of views Mrs Lene WENDLAND (Office of the United Nations High Commissioner for Human Rights, HCHR, Geneva).

11. The Bureau is invited to prepare the CDDH’s exchange of views on the work underway within the Committee on Bioethics (DH-BIO), with a view to giving possible guidance. This work will be presented by its Chairperson, Mr Eugenijus GEFENAS (Lithuania), who will be accompanied by the Secretariat of the Committee, Mrs Laurence LWOFF. The Bureau is also invited to decide who should represent the CDDH at the symposium “Biobanks and biomedical collections – an ethical framework for future research” being held by DH-BIO on 19-20 June 2012 before its plenary meeting (20-22 June 2012). It should be reminded that the DH-BIO symposium and the DH-BIO meeting will take place at the same time as the plenary CDDH. It is proposed to discuss under item 13 (working methods) ways and means of avoiding this situation in future.

ITEM 9: GENDER EQUALITY (GEC)

12. The Bureau is invited to prepare the CDDH’s exchange of views on the work underway within the Gender Equality Committee (GEC), with a view to giving possible guidance. The Chairperson of this Committee not yet having been designated, this work will be presented by the Secretariat. It should be noted that the GEC will meet at the same time as the Bureau of the CDDH (6-8 June 2012). It is proposed to discuss under item 13 (working methods) ways and means of avoiding this situation in future. It is also proposed to discuss the GEC’s working method for the adoption of its comments on PACE Recommendation 1990 (2012), in order to avoid this kind of situation in future.

13. The Secretariat will inform the Bureau of the state of progress of preparation for the 31st Conference of Council of Europe Ministers of Justice (Vienna, 19-21 September 2012). An information document will be available for the Bureau and circulated to CDDH members ahead of the plenary. The CDDH will be invited in June to provide elements for the speech of the Chairman of the CDDH at the Conference.

The Bureau is invited to exchange views on the comments sent by CDDH members at the request of the Bureau of the T-PD (Committee created under the Convention for the protection of individuals with regard to automatic procession of personal data, CETS 108) concerning the latter’s proposals for modernization of the aforementioned Convention. It should be reminded that the CDDH may receive a contribution from DH-BIO in June on this subject.
