National and international political priorities in the sports sector (2009)
In order to implement the Sport Policy Guidelines, the National Sport Development Programme 2006-2012 (hereinafter – the Programme) has been developed. In order to achieve the Programme, the State determine:
1) to ensure that each person would have the opportunities to participate in sport (sport for everyone);
2) to ensure that each child and youth might go in for sport, by specifying the State liability for the physical education of children and youth, promoting the development of skills of young athletes and ensuring the planning and utilisation of all types of resources for children and youth sport (children and youth sport);
3) to ensure that talented athletes and national teams (also sports teams) might prepare and participate in the Olympic Games, world and European championships (sports elimination tournaments and final tournaments (elite sport); and
4) to ensure that disabled persons could go in for sport according to their wishes and abilities to get involved in adjusted sporting activities (sport for disabled persons).
According to financial priorities set out in the Sports Law, youth sport shall be above all financed from the State budget.

Organisation of sport in the country (2009)
Latvia has an interventionist sports legislation model. The general purpose of the Sports Law is to determine the general and legal basis of sports organisations and their development. The terms of foundation, registration, operation and abolition of sports organisations are set out in the Law on Organisations and Foundations. This principle is mirrored in Sports Law which sets a list of rules that must be followed by sports organisations in the administration of their sport.
The institution in charge of sports policy is Ministry of Education and Science. Latvian National Sports Council is in a pivotal position between the country’s governmental and non-governmental organisations. Council consists of several ministers and leaders of the main sports organisations in Latvia. One of the most important functions of the Council is to develop proposals for the distribution of funds of the state budget within the field of sport and submit them to the Ministry of Education and Science.
Currently there are 90 recognized sports federations. Most of the sports organisations are united under one umbrella organisation – the Latvian Council of Sports Federations. The Council has both Olympic and non-Olympic sports organisations in its membership. The Latvian Olympic Committee is a separate and independent entity from the Latvian Council of Sports Federations. The NOC was founded in 1922.
