Towards Trusted and Inclusive Electoral Processes: The Role of Observers - Joint debate

On 28 and 29 April 2026, the Venice Commission, the Parliamentary Assembly and the Congress of Local and Regional Authorities of the Council of Europe, co-organise the Joint debate Towards Trusted and Inclusive Electoral Processes: The Role of Observers. This event is organised within the framework of the New Democratic Pact for Europe, and is designed as an interactive exchange among practitioners and experts.

The President of the Venice Commission, Ms Marta Cartabia, together with Ms Petra Bayr, President of the Parliamentary Assembly, and Ms Gunn Marit Helgesen, President of the Congress of Local and Regional Authorities, will deliver opening statements.

The Venice Commission will furthermore be represented by Mr Srdjan Darmanović, Vice-Chair of the Council for Democratic Elections and member of the Venice Commission in respect of Montenegro and Mr Oliver Kask, substitute member of the Venice Commission in respect of Estonia and Rapporteur of the 2024 Venice Commission report on "Election Observers as Human Rights Defenders”.
