Appointment of judges to the Court and other measures for effective implementation of judgments
The Drafting Group E (GT-GDR-E) was tasked to prepare:
- a draft report containing conclusions and possible proposals for action on whether or not to proceed to amend the Convention to enable the appointment of additional judges to the Court (see paragraph 20.e) of the Brighton Declaration);
- a draft report containing conclusions and possible proposals for action following a review of the functioning of the Advisory Panel of Experts on Candidates for Election as Judge to the European Court of Human Rights (see paragraph 25.b) of the Brighton Declaration);
- a draft report containing conclusions and possible proposals for action on whether more effective measures are needed in respect of States that fail to implement judgments in a timely manner (see paragraph 29.d) of the Brighton Declaration).
The drafting Group E (GT-GDR-E) held two meetings in May and September 2013. The DH-GDR examined the three draft reports in October 2013 and transmitted them to the CDDH. They were adopted by the CDDH in November 2013.
Results
In Februay 2014, the Ministers’ Deputies took note of the CDDH report containing conclusions and possible proposals for action on whether more effective measures are needed in respect of States that fail to implement judgments in a timely manner and of the CDDH report containing conclusions and possible proposals for action following a review of the functioning of the Advisory Panel of Experts on Candidates for Election as Judge to the European Court of Human Rights, and endorsed the conclusions concerning the CDDH report containing conclusions and possible proposals for action on whether or not to proceed to amend the Convention to enable the appointment of additional judges to the Court.
