Local authorities in Moldova contribute to the National Action Plan on Open Governance

Representatives of local authorities, the State Chancellery of the Republic of Moldova, the Congress of Local Authorities from Moldova (CALM), and the Open Government Partnership (OGP) discussed the priorities for local government within the 5th National Action Plan of Moldova to the OGP during a workshop on 23 May 2023 in Chișinău, Republic of Moldova.

On this occasion, State Secretary Adrian Băluțel, reiterated the Chancellery’s commitment to a co-creation process of the Action Plan, by revitalising the co-ordination mechanism which involves a representative of CALM. It is the first time since the Republic of Moldova joined the Open Government Partnership in 2011 that the national commitments will include a local component developed with local authorities. Some of the priority areas preliminarily identified include innovative citizen participation, open data access, and strengthening governmental institutions.

The Congress and CALM had previously organised two online events during the global OpenGov week on 10 and 11 May 2023 to enhance the awareness of local authorities of the principles of open governance and to discuss potential scenarios for the implementation of the open government agenda and practices in the Republic of Moldova.

The event was organised as part of the project “Reinforcing the culture of dialogue and ethical open local governance in the Republic of Moldova” implemented by the Congress of Local and Regional Authorities within the Council of Europe Action Plan for the Republic of Moldova.
