Postmonitoring of the Charter and postelectoral dialogue
As part of its activities to monitor the application of the European Charter of Local Self-Government and its election observation activities, the Congress pursues a regular "post-monitoring" and "post-electoral" political dialogue with Council of Europe member states. The aim is to accompany the national authorities in order to ensure the implementation of the recommendations adopted by the Congress and addressed to the national authorities of member states by the Committee of Ministers of the Council of Europe. The modalities of the post-monitoring and post-electoral dialogue are defined in Resolution 353 (2013) and are incorporated in the Congress rules.
The post-monitoring and post-electoral dialogue is implemented after the adoption of recommendations by the Congress and is established in the framework of meetings with the national authorities of interested countries in order to define with them a schedule for the implementation of the adopted recommendations.
The procedure is decided jointly by the Congress and the authorities of the country being visited or observed. The procedure is divided into several stages. It begins with an exchange of views with the Permanent Representative of the member state, followed by a political exchange with the national authorities and other stakeholders to identify the priorities set out in the adopted recommendation.
In cooperation with the national authorities, the Congress is preparing a road map defining the main steps to be taken to implement the recommendations. Once agreed by the national authorities and the Congress, the roadmap is translated into the language of the country concerned and officially co-signed by the Minister in charge of local democracy issues and the Congress President. It can also serve as a basis for the development of an action plan or assistance programme, in co-operation with other relevant Council of Europe services. As part of the post-electoral dialogue, the Congress offers its expertise to find solutions adapted to the specific problems identified during observation missions. It also participates in post-electoral conferences organised by the Directorate General of Democracy of the Council of Europe and the Parliamentary Assembly of the Council of Europe.

The Committee on the Honouring of Obligations and Commitments by member states of the European Charter of Local Self-Government (Monitoring Committee) is responsible for assessing the application of the Charter.
