The Follow-up Committee on the Manipulation of Sports Competitions (T-MC) – the monitoring body of the Council of Europe’s Macolin Convention – held its 10ᵗʰ plenary meeting at the UEFA headquarters in Nyon on 22 May 2025. Bringing together State Parties, observers, sports organisations, betting operators and law-enforcement agencies, the Committee reviewed recent Council of Europe initiatives, advanced on its first national evaluation (Norway) and examined draft guidelines on four pillars of the fight against competitions’ manipulation: secure information-sharing, reasonable betting offers, a typology for identifying illegal operators, and addressing money laundering in sports betting.
Key discussion points included:
- Information-sharing & data protection – devising channels that balance investigative needs with data protection safeguards.
- Reasonable betting offers – refining criteria to curb high-risk markets without stifling legitimate wagers.
- Illegal operator typology – mapping the spectrum of unlicensed or rogue bookmakers to aid enforcement.
- Anti-money laundering – tailoring procedures to the unique risks of sports betting.
The Committee also exchanged on recent national and international developments, the regulatory frameworks of sports-governing bodies, and identified emerging priorities—most notably the prevention of athletes betting addiction as a tool to prevent manipulation of competitions. The meeting provided strategic direction for the T-MC’s programme of work in the coming months.
