A team of anti-doping experts from the Council of Europe travelled to Monaco on 4 to 5 December 2025 for an evaluation visit to analyse and strengthen specific aspects of the national anti-doping system. The purpose of this mission was to review the actions undertaken by Monaco to implement the Anti-Doping Convention, which the country ratified in 2003.
The visit included discussions with key stakeholders from the national anti-doping programme, including the national anti-doping committee, representatives of government authorities, as well as elite athletes and coaches.
The evaluation team was welcomed by Philippe Orengo, President, and Andrea Alessio, Permanent Secretary of the Monégasque Anti-Doping Committee. The team was led by Floriane Cavel (France), Chair of the Convention’s Ad hoc Legal Issues Advisory Group (T-DO LI) and Director of Legal Affairs at AFLD, and also included Olympia Karavasili (Greece), Independent Expert, Samuel Quinche (Switzerland), Deputy Director General of the Testing & Investigations Section of Swiss Sport Integrity, and Hanna Salmén from the Council of Europe. Louis Duparc-Portier, Head of the Compliance Unit – Compliance, Rules and Standards, joined the evaluation team as an observer from WADA.
Following the on-site visit to Monaco, the conclusions and recommendations will be summarised in an Evaluation Report which will be adopted by the Monitoring Group to the Anti-doping Convention (T-DO) and subsequently transmitted to the authorities of Monaco for implementation.
