European Sports Charter: EPAS support and follow‑up visit to Monaco

On 18-19 March 2026, a team of Council of Europe experts carried out a support and follow‑up visit to the Principality of Monaco to further the implementation of the European Sports Charter (ESC) in national policies and practices. The ESC sets out the principles enabling public authorities to support sport for all and provide opportunities for participation under well‑defined conditions.

The team met with key stakeholders involved in promoting values‑based sport in Monaco, including Yvette Lambin Berti, Secretary of State and Secretary General of the Monaco Olympic Committee, Isabelle Berro Amadeï, Minister of Foreign Affairs and Cooperation, Lionel Beffre, Minister of the Interior, and Jean‑Philippe Vinci, Director of the Department of Education, Youth and Sport. Discussions also included representatives of the Olympic Committee, sports federations, non‑organised sport, athletes and other relevant actors.

These meetings were complemented by visits to emblematic sports facilities and institutions, including the AS Monaco FC Training Centre, the Louis II Stadium, the Yacht Club of Monaco, the Automobile Club of Monaco, and a range of community and youth sports venues such as La Diagonale.

This visit forms part of the annual mandate of the Enlarged Partial Agreement on Sport (EPAS) to support the implementation of the ESC across its member states.

The EPAS delegation was composed of Alexandre Husting (Luxembourg) and Simon de Coster (Belgium), members of the EPAS Governing Board; Guido Battaglia (Centre for Sport and Human Rights), member of the EPAS Consultative Committee, and Charlotte Girard‑Fabre (International Federation for Sports Officials), Chair of the EPAS Consultative Committee and rapporteur; as well as two representatives of the Secretariat.

The findings, recommendations and examples of best practices identified during the visit will be compiled in a report and transmitted to the Monegasque authorities, who will be invited to consider its tailored recommendations. The adopted report will be made publicly available on the Sport Division website in due course.
