The Monitoring Group of the Anti-Doping Convention (T-DO) of the Council of Europe convened its 62nd plenary meeting in Strasbourg, gathering representatives from 35 State Parties and 16 observer states and partner observer organisations.
Key Highlights
Participants marked Türkiye’s recent signature of the Additional Protocol on 20 January 2026, underscoring the Convention’s continued growth and relevance across the continent.
A dedicated session provided a platform for States Parties to exchange updates on the latest national policy developments. The Monitoring Group was also informed about the application of the International Paralympic Committee for Observer status.
Delegates reviewed the outcomes of the 2025 Bergen Conference and discussed preparations for the upcoming international conference, "Limiting the Availability of Doping Substances on Europe," scheduled for 28 May 2026 in Paris. Participants were encouraged to contribute to the event.
Advancements in Standard Setting and Education
The plenary assessed progress under the T-DO Strategy and Operational Programme 2024-2027 and reiterated its support for the forthcoming 2027 World Anti-Doping Programme. Updates from Advisory Groups on legal and educational issues -following their joint meeting in London earlier this year - focused on:
- Tightening restrictions on access to doping substances,
- Strengthening protection measures for children and minors in sport, and
- Addressing the challenges of contamination cases in anti-doping.
The participants were informed about the work by the Ad Hoc Group of Experts on Gender Mainstreaming in Anti-Doping.
Monitoring, Evaluation Visits, and Data Transparency
The Group reviewed a comprehensive set of compliance and evaluation reports, including recent assessments of Bosnia and Herzegovina, Liechtenstein, Canada, and Monaco, as well as follow-up reports on Hungary, Portugal, and Sweden. Looking ahead, forward planning for evaluation visits in 2026 and 2027 - including to San Marino, Türkiye and Morocco- was discussed.
Notably, national anti-doping policy data collected through the 2024 questionnaire was made publicly available at the start of 2026. Delegations were invited to submit their 2025 data sets for integration into the dynamic dashboards from March onwards, with publication foreseen for autumn 2026.

The Monitoring Group’s next plenary meeting is provisionally scheduled for 3-4 September 2026 in Strasbourg.
