Back Call for Tenders: Development of the SMART Platform

Call for Tenders: Development of the SMART Platform

The manipulation of sports competitions poses a major threat to the integrity of sport. Under the Council of Europe Convention on the Manipulation of Sports Competitions (Macolin Convention), the Secretariat of the Convention coordinates the work of the Group of Copenhagen, a network of national platforms responsible for preventing, detecting and combating these practices.

The Council of Europe is launching a call for tenders for the design, development and deployment of the SMART platform (Sports Manipulation Analysis and Reporting Tool). This web application will enable members of the network to report suspected cases of manipulation of sports competitions, track their follow-up and analyse the information collected. It will replace the secure tools currently in use and will be hosted on the Council of Europe’s infrastructure.

The contract will cover the development and implementation of the platform, as well as its ongoing operation and maintenance, support and further development until 31 December 2030.

Interested providers are invited to submit their tenders by 03 November 2026 here.

Full details of the call for tenders and the submission procedure are available in the documents below (in french only):
