A team of Council of Europe experts carried out an evaluation visit in Sweden to assess its anti-doping system, from disciplinary and educational measures to national policies to ensure clean sport. Held from 5 to 7 December 2022. The visit aimed at evaluating how Sweden implements the Anti-Doping Convention, which is in force in the country since 1990.
The team met with the stakeholders playing an active role in the fight against doping in Sweden, including high-level representatives from the Ministry of Justice and the Ministry of Health and Social Affairs, as well as from Anti-Doping Sweden, the Public Health Agency, the Swedish Food Agency, the National Anti-Doping Laboratory, the Swedish Police and Custom Authorities, the Olympic and Paralympic Committees and the Swedish Sport Confederation.
The team analysed how the reality of the anti-doping system in Sweden aligns with the provisions of the Anti-Doping Convention. It was composed of Lucienne Attard (Head of the Evaluation Team, National Anti-Doping Organisation of Malta), Graham Arthur (Anti-Doping Expert, United Kingdom), Kornelija Tiesnesytė (Anti-doping Agency of Lithuania), Marc Van der Beken (NADO Flanders, Belgium) and Paul Ouseley (UK Anti-Doping - UKAD).
This visit, which closes the 2022 cycle of Evaluation visits, is the 4th carried out this year, preceded by visits to Ireland on 5-7 October, Spain on 18-20 October and Portugal on 22-24 November. Evaluations are part of the Monitoring Group’s mandate, each year it analyses the anti-doping system of its State Parties through a questionnaire and several evaluation visits.
The findings, recommendations and good practices identified during the visit will be gathered in an evaluation report, which will be proposed for adoption by the Monitoring Group in early 2023, and subsequently transmitted to the Swedish authorities for the implementation of its tailored recommendations. The adopted report will be made available to the public via the Monitoring Reports section on the Sport website.
