63rd Meeting of the Council of Europe’s Monitoring Group of the Anti-Doping Convention (T-DO) hosts Joint Session with WADA to prepare for entry into force of the 2027 World Anti-doping Code
The Monitoring Group of the Anti-Doping Convention (T-DO) of the Council of Europe convened its 63rd plenary meeting in Strasbourg, gathering representatives from 37 State Parties and 7 observer states and partner observer organisations.

The Monitoring Group of the Anti-Doping Convention (T-DO) of the Council of Europe convened its 63rd plenary meeting in Strasbourg, gathering representatives from 37 State Parties and 7 observer states and partner observer organisations.  

As the former Chair of the T-DO, Mr Michal Rynkowski (Poland), changed roles, the T-DO designated an interim Chair, Mr Paul Ouseley (United Kingdom). The Secretariat thanked Mr Rynkowski for his dedicated leadership of the T-DO and continued service to anti-doping.


Key Highlights 

The T-DO, in cooperation with the World Anti-doping Agency (WADA), organised a Joint Session to discuss the status of implementation in Europe with regards to the 2027 World Anti-doping Code, which enters into force on 1 January 2027. The session provided an opportunity for States Parties to share their respective updates on relevant legislative and regulatory developments, revisions to their rules and other actions to prepare for the new Code.

Delegates reviewed the outcome of the International Conference on Limiting the Availability of Doping Substances on Europe, which took place on 28 May 2026 in Paris, which resulted in a set of important conclusions to address challenges related to trafficking in doping substances. The T-DO also approved the initial composition of a drafting group which has been set up to develop a set of standards in this area.

The T-DO benefitted from the presence of the MEDICRIME Convention Committee to discuss potential modes of cooperation for areas of common concern for both bodies.

The T-DO also received key updates from its Advisory Groups covering legal issues, science, and education, and noted that the next meeting of the education group will be held in London 22-23 September, while science group will meet on 29-30 September in Paris.

The participants were also updated about the work by the Ad Hoc Group of Experts on Gender Mainstreaming in Anti-Doping, which is expected to present the first-ever standard in this area for adoption at the next T-DO meeting in March 2027.

The Monitoring Group’s next plenary meeting is provisionally scheduled for a fully in-person meeting with elections on 3-4 March 2027 in Strasbourg.
