Project: “Strengthening the system of judicial accountability in Ukraine”

  • The Council of Europe assists Ukraine in making necessary reforms through an Action Plan 2015-17. The project funded by the HRTF addressed issues with the execution of the ECtHR judgments Olexandr Volkov v. Ukraine and Salov v. Ukraine by supporting the development of constitutional amendments related to the setup and functions of judicial disciplinary bodies.
  • It included an assessment of relevant legislation and by-laws for compliance with Council of Europe standards and advice to the Government Agent office in their co-ordinating role and liaison with of Europe bodies. Positive developments were instigated in the institutional practices of Ukraine’s Supreme Court, the Council of judges, National school of judges, the High qualification commission of judges, and the National bar association, providing for a more open and responsive judicial system based on relevant European practice.
  • The project received a contribution of €400 000 from the Fund.
