Local democracy and human rights as founding pillars for Ukraine’s recovery

On top of infrastructure, the recovery of Ukraine must be rooted in our common European democratic standards. We are united in providing direct support to Ukrainian local and regional authorities as well as to their national associations, in their efforts towards the recovery and transformation of the country, in line with these standards

“The Congress supports the consolidation of local self-government in Ukraine, as well as the protection of human rights at local and regional levels in compliance with the European Charter on Local Self-Government, and its mandate further recognised during the Council of Europe’s 4th Summit”, said the President of the Chamber of Local Authorities of the Congress, Bernd Vöhringer (Germany, EPP/CCE), during the meeting of the European Alliance of Cities and Regions for the Reconstruction of Ukraine. The outcome of the Summit puts forward the importance of grassroots democracy and reaffirms the crucial role of local and regional authorities in building a secure, democratic, and cohesive Europe.

The second meeting of the European Alliance of Cities and Regions for the Reconstruction of Ukraine was organised by the European Committee of the Regions and gathered the political leadership of the founding partners on 6 July 2023 in Brussels. It featured contributions from high-level speakers from the European Commission, the Ukrainian Government, as well as Ukrainian local and regional authorities, reporting about the reconstruction needs on the ground.​
