Drafting Group A on the Reform of the Court (GT-GDR-A)

Terms of reference
The GT-GDR-A is required to prepare two draft reports: one on measures taken by member States to implement relevant parts of the Interlaken and Izmir Declarations, with recommendations for follow-up; the other containing elements to contribute to the evaluation of the effects of Protocol No. 14 and the implementation of the Interlaken and Izmir Declarations on the Court’s situation.

After their examination by the Committee of experts on the reform of the Court (DH-GDR), the draft reports will then be examined and adopted by the Steering Committee for Human Rights (CDDH) for transmission to the Committee of Ministers.

Progress
The GT-GDR-A held the following meetings:
14-16 March 2012
5-7 September 2012

The DH-GDR examined the two draft reports at its 2nd meeting (29-31 October 2012) and transmitted them to the CDDH.
The CDDH examined and adopted the two reports at its 77th meeting (27-30 November 2012) and transmitted them to the CDDH.

Result
The Ministers’ Deputies took note of the two CDDH reports at their 1159th meeting (16 January 2013).
As regards the report on member States’ implementation of the Interlaken and Izmir Declarations, the Deputies endorsed the recommendations contained therein and invited member States to consider acting on those addressed to them.

As regards the effects of Protocol no.14 and implementation of the Interlaken and Izmir Declarations on the Court’s situation, the Deputies invited the CDDH to continue following up this question with a view to reporting again by 15 March 2015.
