 Right to vote and stand for election


The Group will prepare a study on the protection of the right to vote and to stand for election under the ECHR, taking into account the work of the European Commission for Democracy through Law (Venice Commission), by 31 December 2027.

Subject to the CM’s decision on a study prepared by the Group, the Group will draft additional non-binding instrument(s) to the 2011 CM Guidelines on the eradication of impunity for serious HR violations by 31 December 2026.
