New members of
the Consultative Committee
The Ministers’ Deputies
decided on 29 May to accept three new members of the
EPAS Consultative Committee: Play the Game,
Panathlon International and the FARE network are
renowned actors in the field of sports ethics in Europe
and EPAS is delighted to have them on board.
Canada invited to
join the negotiation procedure (29 May 2013)
The Ministers’ Deputies
approved the decision to invite Canada to join the
negotiation procedure on the drafting of a possible
international convention against the manipulation of
sports competitions.
Canada joins Israel,
Japan and Morocco as the other non-European states
involved in the negotiation process and may participate
the next drafting group meeting in Strasbourg on
13-15 June 2013.
Integrity of sport: Council of Europe’s presence at the MINEPS V
International Conference (Berlin, 29-30 May 2013)
UNESCO’s 5th
International Conference of Ministers and Senior
Officials Responsible for Physical Education and Sport
took place in Berlin, and was opened by Federal
Chancellor Angela Merkel.
The Council of Europe’s delegation to this event
was headed by its Director General for Democracy, Mrs
Snežana Samardžić-Marković, who spoke during the opening ceremony on the
negotiation procedure to draft an international
convention against the manipulation of sports
competitions. She stressed the importance of an
international approach to combat corruption in sport and
urged non-European states to get involved in the
procedure.

Accession of Malta to EPAS
The Council of
Europe is pleased to announce that Malta has become the
35th member state of EPAS as from 1 June
2013. We
look forward to welcoming Malta’s delegates to the next
meeting of the Governing Board on 26-27 June in
Strasbourg.
Seminar on “Overview of sport in European prisons” – 5 March 2013
An expert seminar on the subject of sport in prisons was organised by EPAS,
under the Andorran Chairmanship of the Committee of Ministers. Speakers and specialists
from the penological and sports sectors across Europe presented an insight into this topic
and inspired debate and discussion amongst the participants.

Judiciary and Human Rights (14 February
2013)
and Round table on Sport arbitration and State
arbitration (15 February 2013) ,Strasbourg
In co-operation with the International Institute of
Human Rights, Strasbourg, EPAS organised a seminar
on the co-existence of disciplinary systems in the
sports movement and in public law (particularly on human rights protection mechanisms). The aim of the seminar was to promote dialogue at international level between sports arbitration and states’ judiciary systems.
The seminar was completed by a Round Table on Sport arbitration and State arbitration.
