Brazil has taken a major step in its fight against cybercrime with the launch of a state-level judicial training-of-trainers program under the GLACY-e project, co-funded by the Council of Europe and the European Union. After completing the introductory judicial course on the CYBOX platform in May 2025, followed by the advanced course held in São Paulo from 29 September to 3 October 2025, some 25 state prosecutors were equipped with advanced knowledge in cybercrime, electronic evidence and international co-operation mechanisms.
This initiative shows the progress made by Brazil since its accession to the Budapest Convention and the successful initial training of federal prosecutors in 2024. State prosecutors who complete the training programme, and subsequently conduct a training session themselves, will be certified as Council of Europe trainers.
By investing in a dedicated pool of national trainers, Brazil not only strengthens its judicial response to cyber threats but also sets a regional standard for international co-operation and long-term judicial education.
