Chapter III of the Convention on Cybercrime provides a legal framework for international co-operation with general and specific measures, including the obligation of countries to co-operate to the widest extent possible, urgent measures to preserve data and efficient mutual legal assistance.

In view of facilitating an expedited international co-operation, Parties to the Convention must designate the competent authorities to deal with extradition and Mutual Legal Assistance.

In addition, each Party should establish the 24/7 contact point to ensure the provision of immediate assistance for the purpose of criminal investigations or proceedings.

The details of these authorities should be communicated by the Parties to the Secretary General of the Council of Europe at the time when depositing its instrument of ratification.

The Convention on Cybercrime is complemented by a wide range of other treaties of the Council of Europe on international co-operation in criminal matters and do not supersede the provisions of international agreements on mutual assistance and extradition, reciprocal arrangements or relevant provisions of domestic laws pertaining to international co-operation.
