Drafting Process
The Georgian Human Rights NAP 2018-20 contains a specific chapter on Business and Human Rights, and so is incorporated within the broader Human Rights NAP rather than as a stand-alone NAP.
A National Baseline Assessment was undertaken by three partners: the Government Administration’s Human Rights Secretariat, the Georgian National Human Rights Institution – the Public Defender of Georgia, and a local NGO – the Civil Development Agency (CIDA). It was published in 2017, and identified and documented business-related human rights risks and impacts across Georgia and became a precursor to a specific and detailed chapter on business and human rights within the overarching Human Rights NAP 2018-2020 (Chapter 25)

Main Priorities / Focus areas in the Action Plan
The Chapter is broken down into 28 Objectives, each with their own subset of actions, indicators, responsible authorities and timeframe. The Objectives include themes such as:
- Regulatory influence on markets.
- Direct and indirect State involvement and defining suggestions for creating effective mechanisms to prevent discrimination.
- Promoting responsible business conduct and raising awareness.
- Developing a supportive policy for Small and Medium sized Enterprises (SME's) in order to promote women's entrepreneurship
- Strengthening the economic situation of women.
- Ensuring protections for persons with disabilities, migrant workers, and whistleblowers.
- Developing a united policy concerning business and human rights protection and its effective implementation.
- Ensuring human rights protections in the fields of construction legislation and environmental protection.
- Human rights protections in companies providing public services, and in public procurement.
- Ensuring support and political implementation of the UNGPs, alongside awareness raising.
- Raising awareness for judicial authorities and investigative bodies concerning human rights.
- Awareness raising about legal risk assessment for companies with the aim to prevent human rights violations.
Review and Monitoring
The bodies responsible for the implementation of the measures in the action plan will present annual reports and progress reports to the Administration of the Government of Georgia; which will monitor the process and carry out regular checks on the implementation of the action plan. The monitoring process should effectively identify any challenges and make recommendations to the decision-making body on modifying activities, redistributing resources, or increasing/reducing additional funding.
At the end of the period covered by the action plan, the Administration will draft a summary report – to be presented before the Parliament of Georgia – providing a comprehensive assessment of the performance of the action plan, relevant recommendations, as well as the outcomes of any periodic monitoring reports.
