Octopus Project: HELP course on Cybercrime and Electronic Evidence and the new Additional Protocol to the Cybercrime Convention to be presented at the 2022 HELP Network Conference

Between 30 June - 1 July 2022 the Council of Europe HELP Programme (Human Rights Education for Legal Professionals) will hold its 2022 Annual HELP Network Conference in Strasbourg, France and online.

Primarily aimed at Judiciary Schools and Bar Associations throughout the Council of Europe member States and beyond, as well as representatives of partner international organisations working on training of legal professionals, the Conference will be fully broadcast online and is open to everyone interested in the work of the HELP Programme of the Council of Europe and in the HELP online courses.

The Conference is organised under the auspices of the Irish Presidency of the Committee of Ministers of the Council of Europe and it will be opened by the Minister for Children, Equality, Disability, Integration and Youth, Ireland, the Director General of Human Rights and Rule of Law of the Council of Europe and the Ambassador and Head of the EU Delegation to the Council of Europe.

Moreover, a keynote speech will be delivered by Judge Tim Eicke, from the European Court of Human Rights.

This year, the Conference will also include a special topical session on the Council of Europe’s response to the war in Ukraine.

On day 1 of the conference, the new HELP course on Cybercrime and Electronic Evidence will be presented. This course was developed jointly by the Cybercrime Programme Office (C-PROC) and the Human Rights Education for Legal Professionals (HELP) Programme of the Council of Europe, with support of the Cybercrime@Octopus and the follow-up Octopus Project, funded by voluntary contributions. The joint EU-CoE projects GLACY+ and CyberEast also contributed to the development of this course.

The Second Additional Protocol to the Cybercrime Convention on enhanced co-operation and disclosure of electronic evidence, which was recently opened for signature, will also be briefly presented.

Around 130 participants and speakers are expected to join the event physically, while for online attendees the following link will grant access to the web stream of the Conference from 9:30 CET on 30 June and from 9:00 1 July CET:
