GLACY-e: Brazil reinforced its capacities to fight against cybercrime by establishing the first pool of trainers among judges with advanced knowledge on cybercrime and electronic evidence

For the first time, a dedicated pool of judges as trainers has been established in Brazil to advance the fight against cybercrime and strengthen the handling of electronic evidence. This achievement was marked by the conclusion of an advanced five-day judicial training, held in Rio de Janeiro and supported by the GLACY-e project, an initiative of the European Union and the Council of Europe.
By applying the guidelines of the Convention on Cybercrime (Budapest Convention), Brazil shows its commitment to employing internationally recognized standards, an essential step to ensure justice systems are effective and harmonized across borders, fostering co-operation with international partners.
The advanced course followed the introductory and adult training methodology modules and highlighted the importance of equipping judges not only with technical knowledge but also with a framework grounded in the Convention on Cybercrime (Budapest Convention), thus enabling courts nationwide to deliver high-quality, consistent rulings in ever-evolving fields of cybercrime and electronic evidence.
Through the Training the Trainers Programme, judges from across Brazil are expected to ensure the sustainability of this critical skillset within the judiciary. The result is a robust, scalable approach to capacity building, while establishing a foundation for ongoing independent nationwide training.
In light of the success of these capacity building actions, the Council of Europe will remain committed to supporting similar initiatives, guided by the needs expressed by national stakeholders.
