Council of Europe Congress assesses the application of the European Charter of Local Self-Government in Norway

A delegation of the Congress of Local and Regional Authorities, composed of rapporteurs Thibaut Guignard (France, EPP/CCE) and Carla Dejonghe (Belgium, ILDG), will carry out a monitoring visit to Oslo, as well as to the county of Nordland and municipalities of Bodø, and Beiarn from 22 to 25 May 2023 to assess the application of the European Charter of Local Self-Government in Norway since the previous monitoring report adopted by the Congress in 2015. They will be accompanied by Professor Tania Groppi, member of the Group of Independent Experts on the European Charter of Local Self-Government (Italy).

The rapporteurs will have exchanges of views with Minister of local government and regional development, Sigbjørn Gjelsvik as well as with State Secretary of the Ministry of Finance, Erlend Grimstad, and representatives of the Parliament. The delegation will also meet with the Mayor of Oslo, Marianne Borgen and the justices at the Supreme Court, Aage Thor Falkanger and Knut Erik Saether. In addition, the meetings are also scheduled with the Governor of County of Nordland, Tom Cato Karlsen, the Mayor of Beiarn, Andre Kristoffersen as well as with municipal councillors of Bodø.

Moreover, a meeting with the members of the Norwegian national delegation to the Congress and representatives of the Norwegian Association of Local and Regional Authorities (KS) will take place with participation of independent experts on the European Charter of local self-government in Norway, Eivind Smith and Sigrid Stokstad as well as the Youth delegate to the Norwegian national delegation, Simon Ingebrigt Golombek.

Norway ratified the European Charter of Local Self-Government in 1989. Countries that have ratified the Charter are bound by its provisions. The Charter requires the implementation of a minimum set of rights which form the essential basis of local self-government in Europe. The Congress of Local and Regional Authorities of the Council of Europe ensures that these principles are respected in the 46 Council of Europe member states.
